Prior to making an application for financial grant assistance, elected or appointed
department heads of the county must submit the application and related contract to
the quorum court and receive approval of a majority of the total number of justices
of the peace before making application to the grant making agency.
(b)
This section applies only to those grants where county funds must be expended or policy
making contract obligations met as a condition of the grant.
